If you have written an excellent blog post that relates to open records, FOIA or in some other way to access to public documents--and you want to submit this blog post to the Carnival of Open Records--there are three equally easy and yet different ways to do that.

Submission Procedure:

Post the blog post URL at the Carnival Workbook. The host of that week's Carnival edition will scan this area of the wiki for new additions prior to preparing that week's Carnival.
